How can I connect PC to PC using crossover cable when one PC is in Safe Mode using Networking?

My PC keeps receiving stop errors (0x0000007e) due to driver issues and now I keep getting BSODs each time Windows Vista starts up. The weird part of this situation is that the computer will start normally and work for about 5 minutes. Then, I guess because the particular drivers that are not working start kicking in, I get the BSOD and it restarts. I tried numerous options to fix this multiple times. I tried letting the System Startup Repair try to fix the problems automatically, no result. I tried restoring to a previous restore point, no result. I tried ammending the driver error, no result. I tried burning data discs under safe mode, but the burn process keeps failing. My last option is to format and I will, but before that I need to save an irreplaceable photo and music collection. I tried burning data discs from Safe Mode, but apparently that takes too much memory and I get a BSOD in Safe Mode and it automatically restarts. I tried creating a network between my computer and another. What's weird is, I can see the other computer, but the other computer can't see me. I can transfer files over to the other computer, but only a gig at a time or else it'll take up too much memory I guess and it'll get a BSOD and restart again.

Therefore I am trying to create a network from one PC to another so I could see my computer from the other computer. Let's just code this for easy understanding. Computer A is the one with the BSOD restarting problem and can only normally function in Safe Mode for a while, Computer B is the other computer that works properly. So, I want to see Computer A from Computer B. That way, Computer A could stay in Safe Mode and I can access the files from Computer A to put on to Computer B.

I've learned that wireless networking does not function in Windows' "Safe Mode with Networking" Therefore I tried to use a Patch cable to connect PC to PC. Both systems are running Windows Vista. For some reason I can't connect the two. I'm at wit's end here, does anyone have any suggestions? Can I access a remote computer that's in Safe Mode and get the files? (File Sharing with no passwords is turned on on both computers)

How do I transfer a file from pc to phone?

I have a galaxy note 3 and a computer that doesn't have Internet access. Every time I connect the USB cord to my computer it asks me to install new hardware. I go through that, then my computer says, "there was a problem installing this hardware. MTP Device. The required section was not found in the INF."
I even tried switching my USB options on my phone to FTP, but I get the same message.
Does anyone have any ideas? And yes, my computer completely has zero Internet. I don't have WiFi and I don't have a blue tooth. Help. :/
