Did Barack Obama follow George W. Bush's plan for withdrawing troops from Iraq?

Yes. This plan was negotiated between the Bush administration and the Iraqi government, and was signed by both parties before Obama took office.If Obama had tried to change the agreement unilaterally, it would have made the United States look extremely bad to the rest of the world, and would have put the lie to our assertion that the Iraq war was fought for the purpose of bringing democracy to Iraq.

Obama was wrong on the surge and only admitted it yesterday. This type of incompetence on foreign policy is scary. He went on to say that the surge was successful beyond anyone’s expectations.

Obama tried to delay withdrawal agreement of U.S. troops in Iraq to get the credit for ending the war?

According to Iraqi Foreign Minister Hoshyar Zebari, Obama made his demand for delay a key theme of his discussions with Iraqi leaders in Baghdad in July.
So while campaigning in public for a speedy withdrawal of US troops from Iraq, Sen. Barack Obama has tried in private to persuade Iraqi leaders to delay an agreement on a draw-down of the American military presence.
Iraq is doing much better than its friends hoped and its enemies feared. The UN mandate will be extended in December, and we may yet get an agreement on the status of forces before President Bush leaves the White House in January.

"He asked why we were not prepared to delay an agreement until after the US elections and the formation of a new administration in Washington," Zebari said in an interview.

Obama insisted that Congress should be involved in negotiations on the status of US troops - and that it was in the interests of both sides not to have an agreement negotiated by the Bush administration in its "state of weakness and political confusion."

Why did the USA withdraw from Iraq, thereby enabling the rise of ISIS?

A2AI am pretty sure that “leaving Iraq” was one of Obama’s election campaign promises…Iraq was far away, soldiers were dying, TV brought to the salons terrible pictures, and, of course, the war costs money. The Left thought that leaving Iraq is the best.On the much lesser scale -- in 2000 Israeli (also Left) PM Ehud Barak, following his election campaign promise, withdrew IDF from Lebanon. It stopped the war between Israeli soldiers & Hizballa. Soldiers did not die anymore. Hizballa fired on civilians now. Later, soldiers were killed & kidnapped and Israel entered Lebanon again. But in 2000 Ehud Barak fulfilled his election promise.Obama stepped on the same trowel, only Iraq is still far away. Or not. Because the victory over Americans in Iraq inspired Tzarnaev brothers.So why the USA withdrew from Iraq? Because Democrats thought that it was a good idea. For some reason they did not expect for terror to follow the soldiers home.

Why does McCain believe that we will be withdrawing form Iraq soon?

This is what he said. If you haven't heard his latest economic solution...Don't answer! And to those that are looking for victory....it will be the first time in ALL history that there is victory of an occupation. They all end in a withdrawal usually negotiated...and sometimes (like when Great Britain withdrew from Iraq...with a loss of face)

Why did Obama pull US troops out of Iraq, knowing it would leave a vacuum which was filled by ISIS?

The plan to withdraw from Iraq started under the Bush Jr administration. While Obama wanted to reduce US presence, his military advisors advised against it. Obama delayed the withdrawl of troops. US military presence in IRaq was only due to an agreement with the government of Iraq. When talks for the extension of US-Iraqi Status of Forces Agreement broke down in 2010, US started pulling out almost all of its combat forces.Also, for the most part, many Iraqis and Maliki did not want the US there. The US was not going to occupy Iraq against their will. It should also be added that the US did not “know” ISIS was going to fill the vacuum. ISIS caught everyone by surprise. A major component of the success of ISIS was due to to dissatisfaction of the Iraqi Sunni tribes under Maliki’s administration. He grabbed power at the expense of the Sunnis. They thought ISIS would be better and some lived to regret that decision.
