Could Amazon launch a Windows Phone 7 app store?
I don't think so. Amazon opened an Android store because of the sheer number of Android devices activated each day (550,000). They realized there was a massive number of Android users unhappy with the Market and went for the kill.Windows Phone 7 is a fiasco for Microsoft. They make way more money from licensing deals with Android manufacturers, for example. Even w/ Nokia's help in Q4 2011, most agree WP7 will not get anywhere near the consumer traction achieved by Android.That's why Amazon won't bother -- because the possible gains are too small in relation to the required investment in the platform.
Why aren't there any app stores for Windows 7?
Windows 8 applications have to meet certain strict requirements, most notably, that they run inside of a "sandbox" for safety and declare in their manifest what capabilities they want to use (e.g., location). Requiring this facilitates getting apps certified within a reasonable cost and timeframe. It would be too costly to certify Windows 7 apps that don't have to adhere to any of this, and too risky as well(a security/privacy nightmare!). The Windows 8 application model was designed with the Windows Store in mind, so all of this was considered holistically (along with other things such as application updates, toast notifications, etc.).
