E. E. Cummings had a habit of this too. I think it's an artistic choice. Capital letters are indicative of a certain harshness; a sentence has just abruptly ended and this is the abrupt beginning of a new one. There's a slight pause at the capital letter. Removing the capital letters allows the words to flow more smoothly through the mind in a way that capital letters and punctuation can't. It almost gives the poem a timid, quiet, mousy feeling with a childlike innocence, which makes the content seem more poignent and powerful.Using the example you gave:“You were so afraidOf my voice,I decided to beAfraid of it, too.”Notice the unintentional pauses at the beginning of each line. The way we were all taught to read was to give a capital letter a slight pause (with exceptions like proper nouns, of course). This is, as I said, unintentional and you can train your mind to continue without the hesitations, but when the author removes the pieces that give those hesitations in the first place, it simplifies things and the author is able to give the effect s/he was aiming for. When I read the poem as you have it in the description, it comes off as sad, melancholy, remorseful, lamenting…This is just my take, though. Hope it helps! In every other circumstance where something is written, I'm a stickler for proper grammar.
