Contacting University of Pennsylvania office of admission?

I'm thinking about calling the University of Pennsylvania to ask them a couple of questions about their admission requirement that seems a little vague to me. Is that a good idea, if so how should i introduce myself.
I'm extremely nervous should i say my name when introducing myself idk. I need help.

Which is better: University of Maryland College Park or University of Maryland Baltimore County (UMBC)?

It depends on what you want to major in and what you’re looking for. UMBC is definitely more academically challenging and stimulating than College Park is. College Park has a more well known name, but UMBC has a fairly well known name now too, especially regionally. College Park has a better social life atmosphere than UMBC does, but UMBC can be fun if you make the effort and find the right people. College Park has worse dorms, has plenty of outdated buildings, and is located in a more crime ridden area, whereas UMBC features extremely modern buildings, dorms, and on campus apartments, and is located in an isolated suburb of Baltimore. UMBC and College Park are both extremely strong in science and research, but UMBC is more research oriented than College Park is. College Park is also way larger than UMBC, while UMBC is a not small, but not very big campus. UMBC ia very strong in the Biological Sciences and Computer Science, whereas College Park is strongest in engineering.

Is oklahoma city a safe place to live?

Oklahoma City is a safe place. Since your husband is stationed at Tinker Air force Base, you may want to look at buying a home in Midwest City. Del City is another area which is close to Tinker Air Force Base. There are some beautiful homes/Neighborhoods in that area. There are a lot of military families in that area. While you are here, be sure to go down to Bricktown. This is our downtown area. There has been a lot of renovation going on down there. Great hotels, restaurants, movie theatre and a great ball park. The Ford Center host all the concerts. You will enjoy Oklahoma City.

Do community colleges have dorms?

So I really don't want to live at home. I don't even want to go to college, but it i do I would want to live at a dorm. I have no freedom at home, and I'm afraid that once I turn 18 my parents will still try to control my life and what I do, but if I live in a dorm I have more freedom. I know generally they don't have dorms, but are there some community colleges that have dorms?

Is a community college really my only option?

Long story short, I've wasted a lot of time trying to figure out what I wanted to do with my life.
But the problem is I did utterly terrible in high school, and I never even took the SAT/ACT.
I did go to community college for about a year but I dropped out because I was scared of accumulating mountains of debt from not being able to decide on a major.
And now I'm a 23 year old (24 in September) support manager at Walmart who still lives with her parents.
I have no friends in this area, and I hate this area altogether I desperately want to move out and better my future at the same time.
However my parents charge me almost basically one entire paycheck for rent, making it incredibly hard to save money to move out on my own.
And I'm working crazy amounts of overtime just to have money to save up.

I'm thinking that going to college is probably the best way to fix my situation but it looks like community college is my only option with the mistakes I've made in my life.
I don't want to stay local, because I don't want to stay with my parents....
Do I have any other options?
Are there maybe community colleges with dorms?

Any and all help would be greatly appreciated.
