Just go to the device manager and access the Bluetooth devices and see if you have a radio button that will help you switch it on. Else, type in bluetooth in the search bar and open the bluetooth setting and you should be able to turn on bluetooth from there.

‘Touch’ is not a feature of Operating system. It is a hardware feature which is supported by applications. It is just like the sound system in your laptop. When you install any operating system, it is automatically enabled and if not, you need to install a driver for that. The same thing is with ‘Touch Screen’. Choose any Operating system, this ‘touch input’ will work. If not working, all you need is to install its driver and you are at go.
