I stay in Mumbai so I can talk about University of Mumbai which is offering correspondence / distance learning on many fields. Though, this answer may not answer your question completely but still you can explore your language learning.University of Mumbai offers part time courses along with full time degree courses. There're European languages as French, German, Spanish & Italy. They have 3 level of courses, certificate, diploma & advance diploma for a time period of a year ( academic year). From my experience of French certifications with University I can say that, they mainly focus on Grammer of the language, as it's the core of any language. Teachers are very professional and really helpful and these days University is organizing some cultural & pedagogic events which help you to get into an atmosphere.From my frank opinion, one should take part-time courses with University of Mumbai if he/she has time and money constraints.
