You can go to uscis.gov and fill out the I-912 fee waiver document along with your N-400 naturalization application. They will look over your documents and either accept or deny your request for a fee waiver. If they deny it, you will have to resubmit your N-400 with payment or reapply later. Please keep in mind that to apply for citizenship your visa must be valid and not expired. If it is expired, you will have to reapply for a visa before you can apply for citizenship. Will I qualify for an APPLICATION WAIVER FEE for CSU's?

Don't wait until January like the other poster said, if you're applying to CSUs get those apps sent in IMMEDIATELY. I applied around this time and I had my decisions back from Chico and SDSU before school started back in the spring. The earlier the better.

Anyway, on the last page of the CSU app it will ask for your family size and people in your family. It sounds to me like you may get one, it just depends. And I'm not sure of the formula. The good news is that if you qualify once you will get all of your apps for free, the bad news is if you don't qualify there's no appeals process and you can't re-apply for it.

basically fall semester, spring semester, and summer. Then you have to reapply.
