You should have no need to "invite" him, if he is coming on a tourist visa. Which I guess it is, as you say, visit. If you want to be sure give your nearest Egyptian Embassy a call. But you are right there is no rule, that requires you to officially invite him to visit. All the paper work required is done at the Egyptian end.You should not have to become involved on an official level at all. Unless it is migration,under the family reunion plan.At this stage as a friend, he would not qualify. All he may need to fill out as a tourist,is a form giving an address where he will be staying.This will be given out in flight. With many people, this is just a hotel address.
