The ISI isn’t the number one intelligence agency in the world.The world’s top intelligence organisation by far is the American one, it’s not even close.The United States intelligence budget is five times bigger than the budget of the entire Pakistan armed forces. That buys capabilities the ISI can’t even approach.That’s even before we start on the fact that the US agencies cooperate incredibly closely with their British, Canadian, Australian and New Zealand allies in the Five Eyes alliance.After this completely dominating intelligence alliance we have the other major intelligence power - the Russians.And then we have everyone else. These other countries have intelligence agencies that are more than adequate to their needs, and I mean no disrespect to them, but the idea that they come anywhere near the big two is a non-starter.As for why the ISI can’t stop attacks on Pakistan: no intelligence agency, including the CIA, is omnipresent or infallible. All intelligence agencies miss things at times.Similarly, some comments point to particular failures of the CIA and then ask how it can be the top intelligence agency. What do Pakistanis think of ISI?
They think of it as both good and bad but a necessary 'evil'. Yes Pakistanis are cognizant of and do suspect that ISI has its hand in these things. As for approval, no one really approves of it but some actions are considered necessary as per national interest (whatever that may mean). And if people of the world think its evil and sinister, its only as much as any other intel agency like CIA, Mossad, RAW, MI6 etc.

It's kinda my first time going to pakistan.... caz i was born here so can anyone tell me how's it's gonna be... I m going there this summer caz my parents want me to learn the " CULTURE" and s**t... ISI agents are servicemen of Army in majority whereas they also recruit agents from other Law enforcement agencies of Pakistan and any ordinary citizen can apply by giving their exam which is also being said as Pakistan’s most competitive exam right after the Civil Services Exam.The main Head Quaters of ISI is in Islamabad also the Capital of Pakistan.ISI was extremely successful to provide intel to Pakistan Army and Pakistan Air Force about the presence of Israeli jets in India which were aimed to stop Pakistan from Nuclear strikes. But ISI was unsuccessful finding and providing evidence of Osama Bin Ladin’s hideout in Abbotabad, Pakistan.ISI also worked with CIA during the Afghanistan-Soviet war, the goal of both these agencies were to repel Soviets from Afghanistan. How would Indian Army react to the recent terrorist attack on CRPF in Pulwama, Kashmir ?
I’m pretty sure that the Indian Army would know what to do during these circumstances.People calling out for a war should understand that both India and Pakistan are nuclear powers.An all out nuclear war between the two nation would be MAD (mutually assured destruction). Even if the other super powers like USA, Russia or China did not intervene or partake in the war, the war between the two countries alone can cause a global catastrophe. The nuclear cloud caused by an all out India-Pakistan war could cover the entire atmosphere for nearly a decade, masking the sun and resulting in a mini Ice Age around the poles and the regions close to the pole.Apart from the natural disaster, it would set both the countries economically behind by at least 2 decades. And for a country like India which is trying to be a Global if not a Regional Super power, it would be huge setback.Moreover, by waging a war, we would be sending more and more brothers and sisters of our nation to death (Not just the army personnels but also 1000s of civilians), which could not be better said than the following post from Mr. Vikram Oberoi.I understand that we Indians are enraged because of the terror attacks. I am too. But war is not the solution.Like many other answers suggests, we could revoke the special privileges given to Kashmir, cut down the internet in the state indefinitely to prevent the spread of hate, re-negotiate the LOC treaty with the UN since Pakistan keeps disrespecting it and try to industrialize Kashmir in the long run. Why does the I.S.I. in Pakistan support Lashkar-e-Taiba?
Well, its just my view that its not true. Pakistan has banned this party. and you know what such parties are also involved in killing of many people in terrorists attack. Why would I.S.I support this sort of party to do kill people in their own country?to be honest, we believe what media tells us. Media can make Lashkar e Taiba a terrorist group or a patriotic party or whatever they want. We just read about such parties in MEDIA. what if such party dose not even exist and somebody else is using their name in doing wrong deeds??in my view, Pakistan is facing worst problems in terrorism. and that is because of the so called WAR AGAINST TERROR. What if India and America are using name of such parties just to pressurize Pakistan?But everyone knows now Indian Government was involved in the Bombay attacks and then they just wanted a war with Pakistan. Problems are everywhere but they need to be solved.
