Most of the major credit card/prepaid cards work internationally. Visa works as a credit card or a debit card. If you want to use it online, it is a great way to use by using PayPal and then purchasing anything you want to purchase. A great site I get mine from is http://itunes-giftcards.com/iTun.... You can buy it from anywhere in the world and its fast, reliable and secure. I've recommended it to all of my friends.

Have an old gift card you really love but it's all out of money? Would you rather just reload it and not have to go and pick a new gift card? There may be several ways for you to reload the card—in person, through your customer account, or online. You may also be able to set up automatic reloads of the gift card.Visit the business that issued your gift card. If your gift card is for a business with a physical location (such as a store, restaurant, or amusement park), in many cases you will be able to reload the card by visiting that business. You can see ahead of time whether or not this option is available. Have a form of payment (cash, credit card, etc.) ready for the amount that you would like added to the gift card. Give the gift card to the cashier or customer service agent and tell him or her that you would like to reload the card.Visit the website of the gift card issuer. Can you use a Visa gift card on PayPal?

Yes you can. At least in the UK version of PayPal, not sure if there are regulatory issues in other countries and this has been blocked.I know because I've done this myself using a Blackhawk Network issued Visa gift card (BIN 459470)You add it to the wallet section of the site like any other card. Obviously though you can only load to PayPal whatever the value is of the gift card. You should potentially try and avoid the "validate" feature as well (to increase load limits) as you may have problems with outstanding auths on the card (basically, they'll withhold a bit of money from your card to do the validation so when you really load, you won't be able to get the 100% value of the gift card). With the low value of most gift cards, I don't think you'd need to do this anyway.Hope this helps.

Can prepaid gift cards be used to pay off credit card bill?

Although there might be a better way to do this with lower fees, one thing you can try is to secure a Square account and card reader (for free), then use the gift card to pay yourself. The money will show up in your bank account (less the fees) and then you can use that to pay your credit card balances anywhere. From what I could recall, the fees were pretty minimal compared to the other options. So I had a friend give that a try and it worked for him.Alternatively Option, you can send a PayPal invoice for $200 (or whatever) to another one of your emails not tied to that paypal account, Logout of paypal, then check that email and "pay the invoice" as a guest, enter all your correct info and just pay with that credit card without signing up for Paypal. You'll simply pay the paypal fees but then you have it in your account/can transfer to bank account and use from there. Better than selling the card on ebay. This isn't a "scam" or sketchy, you're just sending yourself money from your secondary creditcard. No big deal. But you absolutely can buy gift cards with gift cards, depending on the policies of the merchant you are attempting to buy from. Here are some purchases I have made:AMEX GC > Visa and MasterCard GC at SafewaySafeway GC > Amazon GCKroger GC > Amazon GCBestBuy GC > Amazon Kindle GCTarget GC > Toys R Us GCSears GC > Shell GCSears GC > Amazon Kindle GCOn the other hand, I know that Amazon and Lowe's will not allow their gift cards to be used toward the purchase of the gift cards they sell (and I am sure there are many more in the same category.)I hope I was able to assist you?If No, send me a message about the particulars of the whole issue.
