For the many people that answered that seemed to misunderstand what you meant by 'garments' - Mormons that have been through the temple wear temple garments, which replace their underwear. Our temple garments are very sacred to us and represent promises we have made to Heavenly Father. They are worn under the rest of our clothing. So, if a woman is wearing her bra over her temple garment under the rest of her clothes, you would never know. To answer the question, it is a personal decision. I do, because I am fairly big busted and bras have to be tight to support me, so they irritate my very senstive skin (I have bad skin allergies and am always getting rashes and hives, so my skin is hyper sensitive all the time). I keep my bras over my garments, and the material of the garment protects my skin from irritation. Not all LDS women choose to do this.
Is it really necessary for women with small breasts to wear bras?
I would like to mention something else.This may seem unbelievable,but women with small breasts, wear bras not just for covering their nipples but also for support just like other women. Seriously! My bra size is 30, but my cup size would be an A or B (not sure, coz 30 almost never comes with a cup size in my country) but one of my bras had “B” written on it.Anyway, coming to the point. I used to think just like you, and one day, I decided to go out without a bra. I know you won't believe this, but it was somewhat uncomfortable. While walking down a slope, my boobs would kinda bounce, and when the rickshaw passed through humps, my boobs bounced so much, it was painful. Believe it or not, I feel heavenly when I remove the bra after a long day.We women with small breasts also have mammary glands like the others, it's just not that visible :p . In certain situations, we require support just like other women. But I have to agree with the others, 80% of the times it's just about covering nipples. I think it depends on the person's breasts too. (I am Indian, by the way)

It depends on the woman/person. Some like wearing bras and others don’t. Larger chested women/people need bras to avoid back and shoulder pain whereas smaller chested women/people don’t get back or shoulder pain so they can go braless if they wish :)As a general rule, bras don’t cause breast cancer (that’s a myth) but wearing one for more than 12 hours a day can leave red marks around the torso and shoulder which can be painful. They also shouldn’t be worn to bed because they’ve been proven to cause lack of sleep (and breasts don’t need support at night since the rest of the body isn’t active. Also toxins need to be removed every night and bras that restrict that process).This is a guide for traditional bras, there are wirefree bras, sports bras and bralettes (which are for smaller busted women/people) too in various sizes and styles.
