Can I blow dry my hair with the hair dye on my hair & hasn't been washed out.?

I have soft water in my home and when I visit my daughter in another state, my hair feels gooey after washing and conditioning with the best quality professional hair products. When water is hard, it means it’s full of a bunch of minerals and other gunk that stays on the hair.Another thought, when I was young and using cheap hair products my hair would get staticky like that. I would try professional products until you find one that works best. But no product will work it’s best in hard water.
