Scooters are usually two-wheel motorcycle-type motor vehicles 50 cc or less or 2 brake horsepower or less gas engines that have automatic transmissions. Mopeds also have 50 cc or less engines with two wheels, but have pedals and may be operated solely by human power.

In order to legally operate scooters, mopeds, and other 2-3 wheel small engine motor vehicles, at least a Class E driver license and tag/registration are required.

Persons 16 and older may operate a moped or ride as a passenger without a helmet. Persons under 16 may not operate a moped, but may ride as a passenger with protective headgear securely fastened upon their head.

Now,-i had to pay for my scooter / motorbike only 46,-Euro per year and i try to explain how to get the insurance so cheap (in germany,-but maybe that works in the usa,-too):
-I ordered the LXR-125 in the "open-throttled" version at the dealer ..
-Then I spoke personally with my "insurance aunt" before and insisted on the registration as a motorcycle in the >17 class Ps ..
--has a very low-cost advantages, among other things, it is then after 3 years to 50% insurance discount on liability..now I´m nearly on 30%,while driving the hole year through and whitout accident`s (by it`s own fault)..
-here in Germany would have to based on my "insurance application form" .. that`ll be cheaper than a conventional Mopped, as you have described..
-and it includes "Theft Protection (partial coverage with 300, €-deductible)"..
appendix:
- so if i want to insure a car..i use my "motorcycle-30%-insurance" and can use it with nearly 50% for every car..but i had than,-to insure the Peugeot LXR-125er on a new insurance with 100%..and that is much cheaper than the ordinary way !!-
- and i pay that insurance in the beginnig of the year,-almost than cash, because there is then a further 3% discount..

Y'all I bet you do. I mean that theres a 150 cc so if its not no 149 cc unless it is its Interstate legal in all 50 states. So I'd imagine a Motorcycle license is required although I ain't faimiler with no Flordia law.

As far as I know, there is no new vehicle that can be registered as a "moped". A Tomos http://www.tomosusa.com/pages/model/spri... produces over 3 bhp and can do 30+ mph.

Second, do you want to be limited to 25-30 mph?

A moped is a pitiful vehicle. You cannot keep up with traffic which means you all the cars are passing you and trying to run you off the road. Back in the '60's we had a rash of mopeds on the streets, and many people were hurt because they were too slow to be safe. 50 years later our grandchildren are again trying to kill themselves.

A scooter, such as a Piaggio Fly 50, is *NOT* a moped -- it is a motorcycle. You need a motorcycle registration, motorcycle driver's license, insurance. Since you will need all that crap you might as well get a 150 and be fast enough to keep with traffic:

This is a guess based on other jurisdictions:You don't need a license to purchase a scooter. You need one to take it for a test ride. Once you have purchased it, it is no longer the reponsibility of the dealer. You could push it off the premises (to satisfy their insurance requirements), then ride it away (illegally) on the public highway.A quick search suggests that in NC a 150cc scooter is a motorcycle, not a moped, and as such requires a motorcycle endoresement.
