How do I understand sentences in English? Which means, if I read the entire paragraph and the sentence and still cannot understand what sentence is being said.

It could be hard to understand sentences because of a complicated mix of grammatical techniques: descriptive phrases, independent and dependent clauses, conjunctions, even incorrect punctuation; and some sentences are just poorly written. Or a sentence may be difficult to understand because you don’t understand the words or how they are used or put together to form the sentence.If you don’t understand some words, looking up the definitions can help you understand the sentence.If that doesn’t help, find the subject of the sentence, and then find the verb, or predicate. Except for compound sentences (independent clauses joined by a coordinating conjunction or semicolon), no matter how long a sentence is, there should be one main subject and one main predicate. Everything else describes that. It may help you to write the main subject and main verb, and then put the descriptive phrases or words underneath the parts they describe, so you get a better idea of what is actually happening in the sentence & how the other components describe the main components. (Yes, you will need pencil and paper.)After some practice, you should be able to identify the main parts of a sentence easily, or somewhat easily.Another difficulty is when words you know aren’t used in a traditional manner. Consider the use of “hard” from Stuart Little by E.B. White: Because he was so small, Stuart was often hard to find around the house.You could rewrite it: It was often hard to find Stuart around the house because he was so small.As tempting as it is, it would be incorrect to write the following: Because he was so small, it was often hard to find Stuart around the house.After all that, you may be able to understand the sentence in the context of the paragraph.If this doesn’t help, perhaps you can provide an example of a sentence you don’t understand.

What is the meaning of this sentence?

"Dim" means "dark" or "obscure". But in the context of your book I would think that the author means that he doesn't clearly remember the exact place where he was standing.
"Sweep" is what you generally do with a broom but in his case, he did it with his eyes, passing from one point of the horizon to another in a "sweeping movement".
"Detached" means "separate" In the context of climbing, that would mean that he was standing on a level or a rock that was sticking out from the mountain cliff. from that spot, he could clearly see the landscape below.

The whole sentence: The author explains his feelings of admiration for the beautiful (spectacular) view of the earth (landscape) from a resting area (horizontal rock) on the cliff of the mountain he was climbing.
