Does anybody recognize this movie?

I don't remember many details at all because I was so young when I watched it but it has been bugging me that I remember bits. I want to watch it again, so please help me out?

These boys are all close friends and there is one guy who is older than the rest. They all call themselves a gang or something like that (maybe) and they help people out (I think). One day the older guy decides to leave town for school or something. The friends are all sad to see him go and he gets on a bus. Later on they all meet up again, I think, and the older guy is now a bad dude and causes trouble and it makes all his friends mad.

That is all I remember. I may have made it all up in my head but if it is a real movie, I want to watch it again. It is most likely a 90's movie.

Your friend isn't crazy. Every Gerard Butler fan knows about "Dear Frankie", and I'm definitely a fan. Actually, I'm surprised that I'm first with this answer, as I see it on a lot of suggestion lists.

Nine-year-old Frankie (Jack McElhone) and his single mother, Lizzie (Emily Mortimer), have been on the move ever since Frankie can remember, most recently arriving in a seaside Scottish town. Wanting to protect her deaf son from the truth that they've run away from his father, Lizzie has invented a story that he is away at sea on the HMS Accra. Every few weeks, Lizzie writes Frankie a make-believe letter from his father, telling of his adventures in exotic lands. As Frankie tracks the ship's progress around the globe, he discovers that it is due to dock in his hometown. With the real HMS Accra arriving in only a fortnight, Lizzie must choose between telling Frankie the truth or finding the perfect stranger (Gerard Butler) to play Frankie's father for just one day.
