This doesn’t actually answer your original question, but it might help to save your data plan: if you’re using Windows, once connected via WiFi hotspot, click the WiFi icon at bottom right to show available WiFi connections, then right-click your connection & select Metered Connection. This will prevent using that connection for things like checking for Windows updates, etc.
