Two reasons I can think of (possibly more):1) They can monetize by selling "coins" or making people buy the paid version of the app.2) It increases user retentionOnce you run out of coins, you can either wait X minutes for more coins, or if you are impatient you can buy coins.  Some people (probably less than 5%) actually pay real money for more coins.  Also, for $1.99, you can buy the paid version of the app which has a shorter wait time for refreshing coins.  And they advertise this as one reason to buy the paid app.Regarding #2, limiting the coins increases user retention because it creates a psychological effect of being excited for a chance to play.  If users were allowed to have coins every round, they would play a game consecutively for a long time (call this a long "session").  For example, they might play 6 hours in a row.  But with limited coins (that refresh every X minutes) you limit how long a person will play per session.  For example a person's "session" might be limited to 1 hour.  They will wait a few hours, then be excited that they have more coins to play with.Since you are told to "stop playing", you will actually be eager to play more in the future.  You will be excited about the next chance to play (once your coins referesh).  This has yet another effect in that in can create a "habit".  If you do some activity X days in a row, it might become an addictive habit.  Soon enough, 5:00 pm every day becomes "Scramble" time.  And Zynga is certainly happy if people become addicted to their games.  Through experience with their other social games (Mafia Wars, Farmville, CityVille), Zynga has learned that limiting the amount of activity a player can do per session can provide monetization opportunities and increased user retention.
