In California, most of the cops are kind of strict when it comes to the rule that allows them to "possibly impound the car for 30 days". This means they will automatically impound a vehicle driven by an unlicensed driver, regardless of who owns the car. They aren't required to impound the car, but they will, because it is a money making scam. They don't usually impound it for 30 days. Usually it's only for 1 to 3 days. But, that could cost you several hundred dollars for towing and for impound fees. In California, the set-up between the cops and the impound yards is like a Mafia business. I'm sure the towing and impound guys have to pay the cops something to get all of that business. Some of my Son's his friends had their cars impounded for driving without a license. The towing and impound fees add up very quickly. A few of my Son's friend lost their cars, because they could not afford $1,000 to $1500 dollars to get their cars back, after several days in the impound yard. Yes! It really cost that much. My Son had his first car stolen. The cops recovered it a week later. The cops called us on a Thursday night before a Holiday. I asked what time the impound yard closed on Friday because we already owed the fees for towing and one day's storage, even though the cops didn't call us until about 8:00PM on Thursday. The cop said they close at 5pm on Fridays. I got to the impound yard at 12:30 PM. They were already closed early for the 3 day weekend. So, they already charged me for a second day. To avoid paying for Sat,Sun and Mon, I had to pay a "gate fee" to have a guy come out and let me into the yard, plus the fees for Thurs and Fri and the towing fee. Recovering my Son's STOLEN car cost me almost $300 dollars. Any cop who says this is not a Mob-like, Mafia-like operation, is a liar! If you let an unlicensed driver operate your car in California and they impound your car, watch out! Because, you have just entered into the black market world that exists between the cops and their crooked towing operators. Beware!

Darn....you took my best joke. There's no penalty for driving without insurance. The penalty is if you get caught.

My experience....have driven for years without because I can't afford it....seriously. They say you can't afford to NOT have it, but it does work both ways.

But when you do get caught, it gets very expensive. If you got caught, you'd probably pay $200-300 for the fine, and then have to start insurance all over again, and you'd get screwed on the price because of your age. Starting fresh with new company also screws you just because you're new. As you stay with them, rates will go down. But because you're under 21, you're screwed either way. Just part of automobile life. I went thru it too when I was your age.
(Of course, back then, they didn't have computerized records to check your insurance status in seconds!!)

You and every other citizen of the US is pissed off at car insurance companies. I'd just start insurance somewhere and stay with them. Eventually, the earlier claim will be taken off your record. And it's so much better when you get pulled over for whatever reason and have insurance card to hand to the cop. There's a backwards satisfaction in silently laughing at the cop that he can't get you for that!! Sometimes, they can tow your car if you don't have it, in some areas.

But back to my dilemna--caught without insurance out of state. $400 fine. Then they notify my state, and I can't get it yet, so they pulled license. So will have to get new insurance $120-150, then pay for reinstate license and any fine on top of that, probably another $200. When you get caught, it can get extremely expensive. Plus, if you are in bad accident, it will work better for you.

I was hit by another driver who gave false insurance information , in the accident report what can I do!?

This person rearended me and when I called the insurance information she gave to me and police officer, her insurance agency said that it was no longer active. I got a estimate of 1,200 damage.
