anybody who's willing to risk their lives on the line for this country is American. one of the criteria for them are to either join the military or go to college in which both would benefit this country.

1) Obama didn't pass a dream act.

2) Obama gave a directive called Deferred Action for Childhood Arrivals (DACA). Which means that anybody applying can a) get a work permit b) is not going to get deported for 2 years.

What happens afterwards is entirely up in the air.

are currently in school, have graduated from high school, have obtained a GED, or have been honorably discharged from the Coast Guard or armed forces;

So a GED is sufficient.

You and your friend need to learn reading websites which are very important to you. He will need to spend much more time studying if he ever wants a good job. Also a dream act -if ever passed- probably will require him to show some better performance in school or join eventually the army. So really he should under no circumstances drop out of school, since he obviously has a lot to catch up to. He can get his GED as well.

Why has the DREAM Act not been passed?

It implicates an extremely contentious issue. While these children had no part in the decision to cause their unlawful immigration into the United States, the fact remains that they are neither entitled to citizenship by the jus soli or the jus sanguinis--nor did they begin their presence in the country lawfully according to U.S. immigration law.In fact, the sole justification for according them the benefit of this proposed legislation regularizing their immigration status seems to be the lack of intent on their part to violate U.S. immigration law.

Why did Bernie Sanders vote against Immigration Reform that included the DREAM Act and a Path to Citizenship?

Because these acts come 'bundled' with other stuff.For example bundling in provisions to allow illegal immigrants or immigrants to be exploited as cheap labor by industries, bundled with provisions for integration of immigrants.Doesn't differ much in other types of bills - they bundle vital social security provisions with massive military spending bills.Otherwise passing such stuff is very, very hard. And they are always beautifully named, like 'DREAM Act'. Just like how 'Patriot Act' had nothing to do with patriotism but a lot with spying on citizens. Congress & Senate are dirty places. And they will remain as such until people start moving and clean up the benches.

Is it racist for native born Americans to be against the DREAM act and other legislation that aims to help undocumented immigrants become legal residents and eventually citizens?

No.  Given that most of the beneficiaries of the DREAM act and similar legislation are hispanics (white), if prejudice drives the objections, it would be cultural, not racial, although that could hardly apply to beneficiaries of the DREAM act, who are culturally Americans.I would think a fear of being overrun by OTHERS is a more realistic reason for the objections.  After all, we descendants of Europeans overran the continent and marginalized the true native Americans.Then too, there is the matter of the willingness of illegals to work very hard for substandard wages vs. born-in-Americas.  That issue is complex, particularly where farm work is concerned.  I have friends with a small farm who always used to employ high-school seniors to bring in their hay, but for the last decade, the youngsters no longer want to work so hard for more than a day, so my friends employ older workers (with valid green cards).  Their workers get better than minimum wage, but many farmers cannot afford to pay so much.  Meanwhile the willingness of immigrants and illegals to work for substandard wages undercuts the opportunities for those born-in-America who ARE willing to work so hard to earn a living wage.  The situation is complicated and there is no simple solution to fix it.

Why Are People Against The DREAM Act?

The Dream Act would give illegal immigrant students who grew up in the United States a chance to contribute to our country by serving in the U.S. military or by pursuing a higher education. It would have allowed only those who were brought here as minors before the age of 16 (as long as they have no criminal record) to give something back to this nation. Isn't that what anti-immigration supporters want? For illegal immigrants to pay taxes and fines and all that stuff. This is how they can give something back to this country. To serve in the military or go to school to better their lives and better this country. And also, the DREAM Act would also just give them Legal Residency and not US Citizenship.

It is not AMNESTY because amnesty is if we were to pardon all those who entered this country illegally. We are just talking about the children who were brought to this country through no fault of their own.The DREAM Act does not pardon anybody. I don't think having to serve 2 years in military or get a university degree to get Legal Residency is amnesty because you actually have to earn it!!!

Why didn't the Democrats pass the DREAM Act when they had super majority?

The Democrats didn’t hold on to their Super Majority for very long, and spent much of that time drafting Obamacare (apparently so much so that there was no time to read it either, per Nancy Pelosi)And for all the grandstanding, immigation is about perceived political influence more than anything else. If Democrats wanted to help the poor, they’d reduce competition of the unskilled labor market and try to keep immigration low. If Republicans want cheap labor to lower business costs, what better way than to flood the market with unskilled labor?
