Final FANTASY XIV: A Realm Reborn Payment Question?

I was about to purchase Final FANTASY XIV: A Realm Reborn on Steam, when Steam notified me that there is a monthly subscription you have to pay in order to play this game.

So, not only do I have to buy the game for $25, I also have to pay monthly? Is this true? Because that sounds absolutely absurd to me. Why would I purchase the game in the first place if I have to pay monthly to actually make the game work? It all sounds downright ridiculous.

Elder Scrolls Online or FFXIV A Realm Reborn for PS4?

I know ESO is subscription free but I don't really care about the price. I'm more interested in gameplay and enjoyment. I've played FF before so I'm okay with it and I heard FFXIV is getting an expansion in June. So ignoring subscription fee and prices, which game do you think I should get?

I want ESO because my friends are going to get it and I want to play and Elder Scrolls game with them but I have heard more bad than good things about it. I want to get FFXIV because I loved the beta on the PS4 and I had a great time with it, but I feel it would get boring fast becuase I would have no friends to play it with.
