How to get proof I am no longer working at my previous job?

If you can't get a verification from your previous employer, and do not have a copy of a termination notice or last paycheck which is marked as "last", most public assistance offices will accept a sworn statement. The statement generally has to be written on a specific form, signed under penalty of perjury & witnessed by an agency employee. There may also be other forms of verification they will accept. Your best bet is to talk with your case worker to see what options you have...they'll tell you specifically what is/isn't acceptable.

everybody who gets hired in the US needs to fill out the I-9 form. But if you invest a bit of time scrolling through the I-9 form itself, you'll find 3 lists of documents on the bottom of the form that are accepted to prove (a) your identity and (b) that you are authorized to work.

Your Green Card is a List A document.

List B documents prove (a) only.
Your driver's license or state ID is a List B document.

List C documents prove (b) only.
Your unrestricted SS card is a List C document.

A = B+C.
That means if you have a driver's license or state ID and an unrestricted SS card you don't have to show your Green Card to an employer, ever, as it's YOUR choice on which of the listed documents you provide.

How do I provide "proof of legal eligibility to work" ?

There are a couple of reasons the United States makes sure that those working are eligible to work. One is to make sure someone that is ineligible is not filling a job and earning funds that could be earned by someone that is eligible. This reason mainly comes into play with illegal aliens. The Immigration Reform and Control Act is the reason the I-9 form was created to verify employment. The Act made employers responsible for making sure all employees were eligible to work in the United States.
Another reason to check eligibility is to make sure that those too young to work are not doing jobs that might be dangerous. Age limits on employment came about out of the country's past, when child workers were used instead of adults for a cheap labor option. Now an underage person must get a work permit that allows them to work, and there are still age restrictions on certain types of jobs that are not appropriate for those under 18 and sometimes even under 21.
Time Frame
Employee eligibility must be configured within 3 business days of the start of employment. If the documents are claimed to be lost, then proof that the employee has filed for replacements must be presented and the replacement documents must be turned in within 90 days. If the employee does not turn in the documents, she must be terminated.
Identification
To verify eligibility of employment, the employer fills out Form I-9 for each employee. The form contains three lists (A, B and C), with each containing possible forms of identification that can be used as proof of eligibility. An employee has the option of presenting one ID from list A or on ID from both lists B and C. List A is made up of a U.S. passport, permanent resident card, alien registration receipt card, unexpired foreign passport or employment authorization card.
