Ridiculously noisy upstairs neighbor...?
You need to start taking notes, starting with a note stating that you have contacted the landlords about said neighbor's noise and that you were instructed to let your neighbor know if it happens again. Then write down a note about this morning, include the time, date, and what was said and done to your husband when he went to inform the neighbor of the disturbing noise. Continue to keep notes of EVERY TIME you hear loud noises, what the noises sound like, what time and date the noises are made. Be extremely detailed. Contact your landlord again. Explain to them that you have tried being cordial but that your neighbor does not respond to that. Let the landlord know about what happened with your husband when he went to inform your neighbor of the noise pollution. Tell them that you will now be contacting the police when there is a problem with the noise. When you hear the neighbor being excessively loud again, call the police RIGHT THEN. Hopefully they will arrive and be able to hear what you're hearing. I would not confront the neighbor again. You've tried that and it does not work. Don't put yourself in a situation that can potentially become hostile. You don't need to catch attitude from your rude neighbor.

What can I do about an upstairs apartment neighbor who keeps following me? I'm not exaggerating when I say she follows me in my apartment the whole entire day. I could write a really long story but no one would believe it nor would anyone really care. But there is someone for a fact upstairs who follows me 24/7 (yes, I don't know how either...). She follows me to the bathroom, when I wash my hands, shower, kitchen, enters and leaves rooms when I do, follows even when I pause in the middle of room and in random places and when I intentionally go back and forth in weird patterns. This has been going on for a while and just today, to test her, I went in my closets and just stood there for a while (and repeated this many times) and she did the same. Yeah, I know it's weird that I did that but sometimes you just have to be sure. What I want to know is how I can report something like this. It's obviously not a noticeable problem like loud music and etc. The average person wouldn't believe this and think *I* was the crazy one. It's easy to believe someone is crazy when they have a crazy story but what if it really was true? No one believes me and it's really frustrating, but I'm SURE she's following me. What can I do about this? I don't like being followed and I think it's really low for anyone to do something like this. It's one thing to retaliate to your neighbors with whatever they're doing but another to just completely invade their privacy like this. I'm moving out soon, but it still makes me angry that there's someone like this and that she's getting away with it. What can I do?? I can't stand to ignore something like this even if following is all she is doing. How do I know what else she's capable of if she's willing to cross the line of staying with me in the bathroom and in the shower?

Are there other tenants in the building with whom are also being bothered by these selfish noisy neighbors? Perhaps you can band together with them and complain together? I would charge your batteries on your recorder or your phone, so you have a video and audio recording device. Wait for the noise to begin. Close your windows. Turn off everything in your apartment that makes noise. Place a lightweight plastic cup filled part way with water on your floor or other areas that you find vibrating. Record the noise and the vibration effects so you have some solid evidence of what you are forced to put up with. In the meanwhile, write to your landlord through e-mail with your concerns about the noise and vibration that you are forced to contend with on a daily basis by the hands of the new neighbors. Send a copy of the video/audio recording. Explain that you rented your unit with the expectation of living in peace, not to be forced to be subjected to daily noise and household vibrations. And, if he cannot eliminate the offensive behavior, you will be forced to break you lease and expect your full deposit returned so you can leave in peace.Then, invite your landlord over during a time when all of this is going on and ask him if he would like to live in your apartment under these daily circumstances. HELP my upstairs neighbors are noisy crackheads!?
This might be a little long but I'm getting desperate so any advice is appreciated- My upstairs neighbors and I are at war. Soon after they moved in, they stopped being considerate (re: quiet) and began playing loud music at high volume and started to deliberately stomp around. And playing video games at a really obnoxious volume. I also came home once or twice and smelled what I (and my boyfriend) believe to be crack. It was a disgusting aroma that I can't quite describe but I'm pretty sure that's what it was. A "friend" of theirs (as it would turn out) was also out in the parking lot when we came home the one day and was hunched over (looked like he had his hand in his pants) and was so messed up that he couldn't speak and could barely stand. They got him into a van and out of here before we called the cops, but it was proof to us that they are sketchy people. Up until now I combated their loud music with louder music, hoping they'd get the picture and lay off. The previous people that owned this building did not tolerate addicts... but then the building was sold a few months back to a new owner, and I don't know if I have any recourse. So I don't know what to do. Moving isn't an option, we're stuck here for a few months at least (especially with the economy looking the way it is). Barring moving, I'm at the end of my rope. Anybody ever been in a similar situation that also was unable to move? Any random advice? Any replies are appreciated because I'm getting p***ed off & frustrated - I just want peace!
