Can I charge people to advertise on my facebook page?

Some friends and I are thinking about creating a type of newsletter page on facebook in which we would promote locally owned businesses. We would charge something like $35 to place an add on our wall, similar to a newspaper.

My question is, is this legal?

I have been going over facebook's terms of use and I'm not coming up with a clear answer.

How do I use Facebook ads to target people who like a certain page? For example, the ad is only shown to people who like McDonalds. The page I want to target isn't managed/owned by me.
