Explain the sentence error?

The supervisory committee [has belatedly] (A) [recommended to] (B)( its) (C) superiors that the barracks are [in need badly of] (D) constant surveillance.

My teacher told me that D was wrong because "badly" is placed before a prepositional phrase that it doesn't modify. How is it and what does that mean?
