VQIMAHA IIRC, you don't get a pilots license until you complete the Verdant Meadows abandoned airfield challenges. I also seem to recall, in Los Santos, you can jump the airport fence with a vehicle, find an airplane & just fly around until your pilot skill is over 20%. you still have to complete pilot school (verdant meadows) to move the story along.
