What does fragmented policing in America mean?

I presume they refer to the fact that the US has overlapping levels of enforcement agencies at the lcoal level and the federal level that don't always cooperate and communicate as one would like. At the federal level responsibility is fragmented between the DEA, FBI, ATF, Secret Service (for counterfeiting), Marshals (fugitives and other stuff), etc.

With a hand grenade you are restricted in size because it must be built to be thrown a safe distance away from the user, therefore weight is a factor.

There is no National Police Force (aside from the FBI). The Police in the US are made up of hundred of different police forces with different training, different weapons and different policies.And Police are not trained to fight a war., Thats the job of the military. The Police are not trained in military tactics, or deployment and usually have zero experience in frontal or even flanking attacks. The Police in LA might have good weapons, but most sheriff departments use whatever their chief feels comfortable with. Some departments have and use armoured vests, others don’t. Some use a 10 code on the radio, others dont, some don’t even have radios.Sending the Police to a war is as sure way to lose a war.

I'd expect, due to point blank, the bullet to be a max velocity. It would make it's deepest penetration. Small hole going in. It may even be moving fast enough to exist with no expansion nor yaw. Leaving a small hole exiting. Or, it could begin yawing at a later point before exiting? Depends on bulk of victim. Tearing a larger hole out the back.

Either way? Victim WILL have time to feel it . Nor would such a small hole kill swiftly. Unless you hit just right. May even survive?

This may well be the case if officers were issued hand grenades for any reason.
