Why not use something like audacity? It has audio in/recording abilities. Its free. You can then export out an audio file to import into an editing program and cut your voice over in. If Windows Movie Maker isn't doing the trick, maybe try Pinnacle's Video Spin, also free. And if you can afford to pay, I'd look at maybe AVS Video Editor or Sony Vegas Movie Studio. They are reasonably affordable solutions and have trails you can download and work with (to see if either seems good enough to buy).
