What are the RTO rules and regulations for driving vehicles registered in one state in another state in India?

You can drive around in another state for 30 days (this looks like not as part of motor vehicle act, instead it is defined by state governments themselves. Act says should pay life time tax if it is more than 12 months, see here, read 3rd para in that article) or so without any issue and it is legal provided you show the proof that you just moved in to the state. Proof may be toll receipt, PUC, fuel receipt and all of these should not be more than a week old. If you are moving to new state permanently then get NOC from source state and get your vehicle registered in the new state by paying life time road tax. This tax is calculated based on the age of your vehicle and invoice value. Every state has their own way of calculation, so you better visit that state transport department website to find those details.If your stay is temporary then DO NOT GET NOC from the source state. If you get NOC it might save you from traffic cops for few months but you will end up in a pretty big trouble if you want to go back to source state. Once NOC issued your vehicle will be in no man's land and it will become illegal to drive around in any state till you register in the destination rto office.If your stay is temporary then prove your temporary stay and drive around, if the officer is kind and honest you might get away without fine. If a rto officer catches you then you might end up paying life time road tax with some penalty as well if your temporary stay crosses allowed limit.If your stay is not permanent but it is going to be more than a year then better head to local rto office in the state where you are going and request them to accept short term stay road tax and if you are lucky then they might accept and you pay that tax and drive around in that state without any issues.I REPEAT DO NOT GO FOR NOC UNLESS YOU ARE PERMANENTLY MOVING TO NEW STATE

If a woman takes her husband's surname after marriage, but there is no name change done legally, using her marriage certificate, can she obtain a passport with her husband's surname?

Answering in respect of Indian passports: The woman can adopt the surname of her husband after marriage and get the same added by filling in and getting attested an affidavit which is shown as ANNEXURE D in the link on Indian passports. This is a joint affidavit by the woman and her husband. A problem does arise when one goes abroad as the name mentioned on the passport and that mentioned on the educational certificates is different.She will be looked at with suspicion as to why she has changed her name. Any way your decision.If she is a professional then I would advise that there should not be made any change in the name as her professional certificate is the instrument which will allow her to discharge her professional services abroad.Any way her husband's name shall be shown on the last page of the passport.  Any way if you still  opt for the change then you are advised to get the change in name published in two local newspapers and in the official gazette of your state. Keep all the said papers and a copy of the gazette for clarifying the matter of change in name as it will be needed in many walks of life.
