Non-unit buildings/resource buildings are upgradeable, but the upgrade can't be directly controlled by you. They need to produce a certain amount of resources in order to upgrade.

You'll see the upgrade if you take the time to look at the building's output; for example, a new Farm will produce +15 resources, but if you manage to keep it long enough, it'll start producing +25 resources (or higher).

The only way to indirectly control upgrades for these buildings is to guard them well and keep them throughout the entire mission. If you lose them, you'll have to rebuild new ones, which will restart the resources collected/upgrade process all over again.

It could be your graphics card which you didn't list does not meet these requirements.To get the latest driver you need to go to the manufacturers website for download details or use a piece of driver scanning software such as driver genius this said windows update doesn't do a bad job of listing upgradable drivers these days.
