I do not think there is a way. I think any spray adhesives would ruin the fabric.

Could you get a pretty brooch to wear on it or a sash and a brooch for your waist.

I think it would look nicer to get some nice accessories.

Sometimes simpler is better though.

What about trying a spray acrylic. This also comes in matte, satin or glossy finish. So - take your pick. In any case - it would be much easier than modge podge and a lot less of a mess to clean up. Just make sure you tape off all the inside and anything you don't want sprayed. Put a newspaper (best outside for less mess) down and go for the spray.

Before doing any of that give it a test so that you can get a feel for how the spray works.
