You can't really get an answer besides 'Wait and see.'
As for myself, I was pretty flat at age 13 too. I was wearing the same bra size as the 8 year old I was babysitting. Not great on the self esteem. However when I hit about 14-15..well. I have D's now.
That isn't ..insanely common though. I'd recommend asking your mom, aunt, grandma or sister or whoever..as long as they are female and related to you about when they got their period, and maybe see what brasize they wear. Breast size is due in part to genetics. I have large breasts, my mother has large breasts..hell even my grandmother. However my halfsister, not related through mothers side, is a Acup even into adulthood.
Also, you might want to try going to your local vitamin store. Mine has a small area on natural breast enlargement supplements.
(As for your period..trust me. Thank your lucky stars for everyday it hasn't started. No woman likes having her period. it's just a part of life.)

..And as for your bathingsuit issue. If you can, buy a new suit that compliments your body. Generally a bathing suit with ruffles on top tends to ..hide the fact you have small breasts. Horizontal stripes also on the chest for your bathing suit will help make the illusion that the bust area is larger.
Usually halter top bikini's are what is recommended for smaller bust sizes.

I can't say I've used them myself..since it happened over time naturally for me, but I hope this helps somewhat.
And just a tip. I'm near the end of my teen years...and trust me. I KNOW it can be hard to love your body. But just trying a bit will help your self esteem in the long run. You don't need to be over confident about it, but hating yourself and causing yourself stress is worse for you in the long run.
But, I was pretty hateful of myself at age 13 too.

First of all, just calm down.

Second of all, you're only twelve, and you have plenty of time for your breasts to develop. Your friends simply hit puberty sooner than you did, and that's nothing to worry about! Don't worry about how your friends look, as you will develop soon. As for the teasing, don't let them tease you about something that's out of your control. You can't control nature, meaning that your friends have no right to make fun of you. Just be proud of your body right now, and in a few years, you will blossom into a beautiful young woman.

So, in short, don't worry about being flat-chested right now. Some girls don't start growing breasts until their early teens (13,14) but you have plenty of time.

I'm in the same situation! :) I have the tiniest chest, like an AA. What you want to do it create the illusion of curves there. You can do this with ruffles near the top (they make your chest look more three-dimensional.) Here's a picture of a one piece with ruffles:

They just happen to be black, it really doesn't matter what colors you choose. Remember, lighter colors draw attention to where they're placed!
You can also get a suit with color blocking, which creates curves:

Try suits with padding in the chest, and DO NOT get a V-neck or halter bikini like this:

Halters are supposed to highlight what's in them, and if you don't have anything then it's embarrassing. I know this from experience.

Flat Chested... Bikini??!?

Okay so i'm going on holiday soon but no tops suit me! :( i usually hide under big hoodies and jumpers because in England its always cold :L but i'll have to wear t-shirts and things which show that i'm flat chested :( i'm 32A but i don't really fit in it properly :/
I hate swimming costumes because they just push my "boobs" down and make it look like there's nothing. so i thought i'd try a bikini under a t-shirt or something? but what bikini would i wear that wouldn't make me look completely flat?
My mum's also bought me a beach dress but it also makes me look completely flat even though i love it! <3 i considered a push up bra? i'm not sure...
i never used to be so bothered but some of my friends have commented on it... i only started my period about 4 months ago, i'm 14. They only do it jokingly but it still gets to me even though i pretend i'm not bothered.
Any advice?

Are you going for a bikini or one piece? With a bikini go with a dark bottom, something not noticeable. With the top go for something with padding or ruffles and a lighter color. Just so its not totally flat. If you do a one piece, get one with a swim skirt on it. Examples in the links. Good Luck.

I was exactly like you. Never got a nice set of boobs like everyone else; I'm fully grown now and still can't fill an A cup.

It's genetics and you can't change it. Well, you could get plastic surgery if you happen to come by several thousand dollars and don't mind the risks. Anyway, it's not the end of the world. Small boobs happen and you've just got to live with them.

I learned to accept that I'm built like an athlete (no boobs, minimal "curves," big thighs) rather than a beauty pageant contestant, and you need to as well. You've been active your whole life and clearly that is what your body was built for. Embrace it and stop fussing about how you look in a bikini; chances are, you're the only one who thinks you look bad.
