Why is google chrome flashing an annoying white screen before every page load?

I was looking at pictures of the Miss America pageant on the CBS website, and noticed that every time I clicked the "next" or "previous" arrow, the browser window would flash white (like it's blank) for a fraction of a second before loading the next page. I didn't recall seeing that before, so I thought it was just the CBS website. But I tried loading other pages and the same thing is happening.

So I opened up Firefox and pasted the CBS link into it. Sure enough, there is no flashing effect. Their page has a black background and so the effect was especially pronounced in Chrome. I just tested it on my laptop and the same problem is occurring, so it's not just my computer.
Why is Chrome doing this? Can I fix it? Should I file a bug report? Now I don't think I can use Google Chrome until they fix this problem.

Chrome showing weird stuff in flash videos and .gif files?

Chrome works and it works decently good but chrome isn't really great at anything. It's stable as hell and has some really good extensions already for it. It does have a few quirks to it like displaying drop menus a little funny on some sites and glitchy sometimes when playing video. I used it for a while because I was tired of glitches and issues with firefox. I'm using cometbird and opera now and love both of them.

I prefer Chrome.  Chrome's Pepper Flash is significantly more secure than the notoriously insecure native Flash plugin on other browsers.
