Arkham City, was a quaratined section of Gotham, where the overflow from Arkham Asylum was sent to be monitored. the "city" in the title, is merely a description.

Arkham City (more commonly just called Arkham) and Gotham City are not the same thing.Arkham is a giant “prison city”. Gotham City is a regular metropolis city.You can think of Gotham City as New York City. It's huge and encompasses a lot of space. You can think of Arkham as within the boundaries of the city. It's gated off from Gotham City, however it is still within the Gotham City limits. Arkham is a prison though. The inmates are not residents of Gotham, so Arkham isn't technically Gotham.My best analogy would be that Gotham City is Rome, and Arkham City is the Vatican City. It's there, but it is its own, separate thing. Imagine the Vatican, but no one is allowed to enter or leave.

Which show is the best: Arrow, the Flash, or Gotham?

Gotham is just milking the Batman cash cow.. Nobody would care about that show if It didn't have Batman characters in it. I mean the pilot episode alone just threw everyone of the future villains on screen and made refrences to them in the most obivious ways so you know that's riddler, that's poison ivy, that's catwoman, that's penguim..

Flash is kinda like smallville to me, which isn't bad cause it's still a fun show to watch with Time travel elements included could make it very interesting.

Arrow is overall the better show among the three, I mean nobody cared about the green arrow character and if the show wasn't any good, it would have probably been cancelled a long time ago, but the show has gained massive popularity. Every character on that show seems to be important to that story and has something to do.

Right now flash and gotham are only like 7 episodes old so I'll wait till season 1 is done and then see how it compares to Arrow season 1.

Yeah, that’s the plan. DC does this stuff all the time. Gotham on Fox, Constantine on NBC, Arrow and Flash and now Supergirl and Legends of Tomorrow on the CW. What a mess. Constantine got cancelled, but the character turned up on Arrow. The CW shows are all intertwined, but Gotham stands alone.DC had long wanted to do a Smallville-like show, showing Bruce Wayne growing up. Licensing kept it from happening while Smallville was running. Now the get the chance to do it.DC also wanted to keep their “big three” (Superman, Batman, and Wonder Woman) clear of any TV shows which they felt would cheapen the movies planned. At this point, Man of Steel was ready and Batman v Superman was only in the writing stages. They knew that they wanted to do a Wonder Woman film at some point. Arrow was on TV, and the Flash green lighted. There were only vague thoughts about a JLA film. But Marvel Studios’ MCU paid off bigtime. All the movies dovetailed into Avengers, which made mucho dinero.  DC panicked and jammed Wonder Woman and Doomsday into Batman v Superman, along with cameos setting up Flash, Aquaman, and Cyborg. Flash being involved violated their own rule on characters NOT being on TV and film at the same time. Excuses ran from “just ignore it” to “it’s a multiverse.”  Supergirl was added to the shows on TV and if you have a Supergirl, you HAVE to have a Superman. After a few out of focus cameos, the Man of Steel finally showed up. So now we have 2 Flashes, and 2 Supermen. Batman has been referenced on Arrow and Supergirl in vague ways, indicating that including the BvS and Gotham, we have 4 Bruce Waynes out there.But DC has always been very protective of Batman, much more so than the other marketable characters they own. We wont be seeing him on any of the CW shows. If Gotham lasts enough seasons for Bruce to grow up, we might see him there. But the smart money says we’ll only see Batman in the DCEU.

Why in batman comics dont the people of gotham city say enough?

Most people have their own lives, and they figure as long as the criminals haven't had any direct impact on them, everything is hunky-dory. Let the costumed freaks hash it out amongst themselves.

You have to wonder just how corrupt the government of Gotham City has gotten, when they keep releasing the obvious repeat offenders, who have shown that they are totally unrehabilitatable, over and over. And how stupidly run is Arkham, when escapes happen as often as they do?
And how useless is the entire police force that it always takes a single masked vigalante to bring them in?

If the people of Gotham ever did stand up, it wouldn't be to the criminals. It would be against the corruption and incompetance of their law enforcement officials.

Starkly different because it focuses on Gotham when Bruce was a kid/teenager. The creators have made it clear that Batman will not make an appearance. There will be no batarangs, no tumbler, no other fancy gadgets etc. The show will not have any unnaturally superpowered beings, so they will have to alter the origin stories of many characters like Solomon Grundy, Clayface, Poison Ivy etc. Instead, the show will focus on the story of how Gotham "devolved" into the kind of dark, crime-ridden city it is at the time of Batman comics. The show will also have the freedom to develop all other supporting characters including Batman's allies and his rogue gallery.And as of the 17th episode (Red Hood) it has done a fairly good job, albeit with some changes.SPOILERS AHEAD:Catwoman is a young girl played by the a talented young ladyIvy is a homeless girl, known to Cat and younger than herJim is a hot-shot, upright detective and not the CommissionerCrane/Scarecrow is a young test subject of his father who aimed to eradicate the most fundamental human weakness - fearRiddler is a forensics specialist for GCPD The Penguin was a henchman who has risen through the ranksThe Joker is just a crazy person who murdered his mother because she ordered him aroundThe Red Hood is a young kid (no more details)Falcone and Maroni are rival mob bosses ( no changes here)Although the show has a lot of changes, there are many nods to the universe. A lot of characters are being developed really well. This show is a fantastic opportunity to expand the Batman movie and TV series universe by introducing characters that have been ignored or underplayed till date - namely Calendar Man, Grundy, Dollmaker, Rag Doll, Hush, Bronze Tiger etc.
