How can the Japanese government solve its problem on low birth rate?

Thanks for the A2A.A part of the problem is young married couples deciding not to have children for economic reasons. Patrick has already done a good job discussing that. But another large problem is that many young people are not marrying, or even dating. That is not so much an economic problem, more of a social one.Japan is in that weird period of female emancipation that the West entered long ago (but not entirely emerged from).Women are slowly gaining power, but nowhere near enough. But at the same time, laws that were designed to protect women in a strict patriarchy like alimony and child custody are slow to change. So it ends up being unfair to both men and women. I believe that's what's happening in Japan at the moment. There are too many disincentives for both men and women with regard to marriage. For men, there is a danger that he will work his arse off for a family, then in the event they divorce (increasingly likely), he ends up paying through the nose for children he cannot see.For women, there are still not enough guarantees, opportunities and protections in and after marriage (society still very much frowns on divorcees). And then there is the crazy obsolete work ethic that stops families being together. I think the government needs to realise that families are the backbone and economic engine of a country. They need to break up the insane post-war work obligation (that doesn't benefit anyone anymore and often self-imposed by employees on themselves and each other) and start forcing men to go back home at sane evening hours. They need to balance the laws, give women more money and power, give fathers fairer custody, and improve tax incentives for families with children. And as Patrick says, day care is a real issue. And they need to do more to combat domestic abuse and a culture of molestation (and associated victim silencing/blaming) that makes women fearful of men. That's the current state of Japan as I see it. Women are emancipating themselves which is seen as bitchy/entitled. Men are stubbornly misogynistic and slow to adapt. And they are clashing. It will take time to find a new balance of the sexes, but they had better hurry up about it.
