If YOU are the one RECEIVING the phone call from another country, the only cost will be your airtime minutes, not an international rate or anything.
If YOU are the one MAKING the call to another country...it will cost you an eye and a leg (just kidding!!), you have to look into your cellphone company to see what rates they have for that country, but I can tell you that it is way to expensive. What you can do is buy a "Phone Card" and it is cheaper than doing it directly from your phone.

I have a friend living in the United Arab Emirates who wants to call me directly from his cell phone. My AT&T Motorola razor phone is part of a family/business phone plan here in the U.S.A. that is not in my name, so I never see the bill. I have a large bucket of free minutes per month nationwide. Will, it cost me anything beyond that monthly bucket of free nationwide minutes to receive a phone call directly from my friend's cell phone from the United Arab Emirates while I'm still in the U.S. with my U.S. based AT&T phone (without roaming on my part)? Is the answer the same with all AT&T wireless /cell phone plans or just certain ones? I read a post on here back from 2008 that says that all received calls in the U.S. (not roaming out of the U.S.) on AT&T phones based in the U.S. from anywhere are treated the same, but I want to make sure that this is still true in 2010. Should I ask my friend to use a prepaid calling card to avoid extra fees on my end, or would that even make a difference for me on my end? Any advice on this is greatly appreciated.

do you mean that you accidentally called an international number ?
(you will be charged international call cost)

do you mean some one called you from another country and you didn't answer so they left a voice message to which you called your service provider to listen to the recording
(you will be charged a local call)

Yes you can text and call others from 2 different countries and yes it will cost more than usual.

I can't say for sure how much it costs, but I remember it being really expensive so I do not recommend to talk a lot through the phone or texting through different countries since it'll cost you loads of money. Like for me when I was in Turkey and was going to call to Sweden I think they took like 2 dollars or something like that.
