There are a few signs that indicate a defective circuit breaker (CB). I will confine my answer to CBs used in residential and commercial buildings. The first sign is that it can not be reset. when switching from the off to on position there is no positive engagement of the contacts so the breaker feels like it is in the triped condition. The second is that it trips shortly after being reset despite the load being well below the designed trip point. This is an indication of ohmic contacts and the heat generated from them trips the breaker. The worst of all possible scenarios is that the CB doesn't trip at all. This would be a rare occurrence but what can happen is that the contacts get welded together. It is rare because the contact material used doesn't readily weld. If there is any doubt the cost of replacement, around $5 at you local Homedepot, is well worth the peace of mind. This should be done if the CB has triped several times due to faulty wiring or excessive loads. Do not replace an existing breaker for one of higher amperage, the value was probably determined by the original electrician and is appropriate for the circuits it supports.

Betelgeuse is nearer end of life than Rigel, exploding sometime in the next million years. Not to worry, the only thing that will reach earth is the light from the explosion. Sirius, on the other hand, is only 8 ly away and when it goes, in a few billion years, it will have an unfavorable effect on earth.

In that case we are talking about data rates from 1 bit per second to 1000 bit per sec. The probes leaving the solar system are Pioneer 10 and 11, Voyager 1 and 2 and New Horizons. Pioneer 10 last contact was in 2003 and is presumed dead. Contact was lost in 1997 Pioneer 11 because the antenna can’t be orientated towards earth. The lower data rates are for those two probes. For the Voyager missions contact is going to end in 2020. New Horizons is sending date at a 1 kb rate from a distance of 42 AUs. Contact is expected to last at least 10 more years with ever decreasing data rates.
