If I understand right, you’re asking how cuts on the hands are not fatal, but cuts on the wrists can (easily) lead to death? That's simple, pull your hand backward and look at your wrist. You should see a blue/green-ish vein, that's one of the main veins (I don't know the medical term). Cut that and it'll start spilling blood like crazy, meaning you’ll lose a lot of blood very fast, meaning you’ll die. The vein is not accessable from your hand, so there’s no risk cutting it when your hand is cut.

Assuming we are talking about humans, if you had said “without arms and legs,” then the answer would be no. However, you said without “hands and legs.” That means the person still has arms. That person could still swim (sort of). The forearm can generate resistance in the water to propel the body forward. In training, we simulate that with the fist drill.The video is not the best example of the technique as she doesn’t have a high elbow catch, but you get the idea. With her hands in a fist, she is primarily relying on her forearm and upper arm to provide propulsion. A person with no legs and hands could do the same thing.Swimming would not be easy for a person with no hands or legs, but they could do it. I think such a person might struggle to keep a horizontal body position, they would be more reliant on momentum (but I am not sure), they might have sufficient buoyancy. However, if they had no arms and legs, then they are a buoy, not a swimmer.
