How can I elaborate on my book idea?

I've been working on a recent book idea and elaborating on it, creating outlines and characters. I have begun planning out chapters, but I already got stuck, on chapter 3. This is the point where events have taken a turn, but now, I don't know where to go with it. Think Mortal Instruments, It's like the point where Clary has found her house trashed and her mother missig only in mine, her grandmother is dead. I don't want to reveal do to copyright issues, but I could say they are pretty similar. It is it's own story, however, there wouldn't be copyright issues. I don't need ideas, I just want to know how I can create and elaborate the idea. Thanks for your time and help!
