There are many answers here on the right track. But just to add my 2 cents worth:-The tolerance of a resistor tells you how far, in percentage, from its nominal value the actual measured resistance of that resistor may be. if, say 10%, it means the ACTUAL value of the resistor is specified to be withing plus or minus 10% of the NOMINAL value.As someone else here alluded to, manufacturers don’t deliberately set out to manufacture a bunch of 100 ohm resistors with a 5% tolerance & another batch with a 10% tolerance etc. [Why would they?] So they make resistors in huge numbers & then batch test them. Those within 1% are marked & sold as 1% resistors; similarly for 2%, 5%, 10% etc.A consequence of this is that you can expect a 2% tolerance resistor to be ‘off value’ by MORE than 1% but less than 2%. If the batch had been measured as within 1%, they’d have been marked & sold as 1% resistors. Similarly, a 10% resistor (if you can find one) is likely to be more than 5% out, but less than 10%Though it is possible, due to variation within batches etc. it is quite unlikely that you will find a resistor marked with 5% tolerance which measures within 1%. If you do, it quite probably tells you more about your multimeter than it does about the resistor.In practical terms, TODAY, 20% tolerance resistors are almost unheard of (common in valve radio era), 10% resistors are rare, 5% resistors are common, but increasingly being replaced as ‘normal’ by 1% & 2% resistors (which used to be relatively expensive, but not any more.)
