Ancient Rome had volatile Caesar's and a thoroughly corrupt senate. The greatest wealth was enjoyed by a select few. And the government of that day and age knew of a very simple way to keep the masses in check. Entertainment. "Give them bread and circuses!", was the credo.

Likewise, today are people not placated and satiated by entertainment? As long as we have our cars, electronic gadgets, toys, blockbuster movies etc., people are willing to accept whatever is forced upon them. Look at how $700 billion inexplicably disappearing barely raised an eye in the public.

No.If you mean becoming westernized would solve the corruption issues in India, then i would say no. Mainly due to the fact that it will be difficult to enforce. As stated in the question it was a result of untolerable levels that those countries rose to put into measures to curb corruption.In a way it can be termed revolution of sorts. We need to go through the entire process before we can expect the results. It cannot be enforced as a law as we are used to the system to such an extent that it doesn't incite the feeling of revolt in our heads. However as we progress along the development path, we would go through the system's fallacies and address them accordingly. Merely imitating the models would do us no good.Education is an important aspect in the countries where corruption is bare minimum. The path must be led by individual resolutions which collectively will become the revolution which we all long for. Lets try to correct ourselves first and then we can truly see the changes. Blame game and attributing it to system will make us stagnant. We need to figure out that its the collective effort which is going to drive the change.My original answer:Absolutely not, corruption has existed since time immemorial and the termed westenisation was coined after the people from the western side of world invaded India. However it may have provoked use of newer techniques though even that makes any difference.

Corruption is endemic in Brazil. The current political crisis — which involved the impeachment of one president only a few months ago and now threatens her successor — is rooted in a multi-billon dollar corruption scheme involving some of the largest companies in Brazil and countless politicians including former presidents, presidential candidates, senators, congressmen, local officials, etc. But as an American banker whose speciality is emerging markets, I would be loath to say that it is the MOST corrupt. Corruption is pretty rampant in emerging markets. But the fact that we even know about the depth of the current corruption scheme in Brazil is because a highly independent judiciary is vigorously pursuing the investigation and high level political and business leaders are being sentenced to very long prison terms. Corruption goes completely unchecked in many emerging markets in Africa and Southeast Asia. The vast fortunes of the Russian oligarchs and, some suggest, Putin himself, are built on the expropriation of state wealth. It’s a difficult metric to measure but, no, I don't think Brazil merits the title of “Most Corrupt.”

I heard a joke recently about corruption:A company executive received a letter from one of the inspection agencies alleging that his mining company is not following the mining regulations. To settle the problem he sends his lawyer. The lawyer drives to countryside and meets with the inspector. The inspector who lives in a small town close to the mining site, cites all the problems with the mine. So the lawyer blatantly asks how much she wants. The inspector says she wants $1000.The lawyer calls his boss and tells him that the inspector wants $1500. The boss promptly transfers the amount to his account. The lawyer takes out 1000$ from his account and hands it over to the inspector. While giving the money he says: “You know, I got in trouble because of you, I got a lot of scolding.
