I need some help with this, thank you for any answers!

Where does TAP tuition waiver money go?

My sister is starting her second semester at college and she didn't do so great first term. This term they gave her a TAP tuition waiver. Does this money go directly to the school or to her? I've never gotten one so I don't know what to tell her...=/

What do I do if my parents won't pay for my college? They make enough money that I don't qualify for financial aid, and I can't take out a loan without them co-signing it (which they will not do). I'm 22 years old and have a 4.0 GPA.

San Jose State or UC Riverside?

I am currently freaking out over committing to a college. I will be the first in my family to attend college, I will major in environmental science, and I've narrowed down my choices to the above two. UC Riverside really attracts me, though I'd have to take out about $9,000 in loans this year to attend. I'd have at least $36,000 of debt by the end of my undergraduate studies, and I plan to go on to grad school, which unavoidably means more debt.

San Jose State was one of my back-up schools, though now it's one of my top two choices because it'd be the most affordable option. As it stands, I'd take out about $7,800 in loans this year. However, that doesn't reflect EOP and Cal Grant waivers, which would possibly lower my debt down to $5,288 per year.

I visited UC Riverside and I fell in love with the campus, and it has a very prestigious Environmental Science program. However, I am B-student and I don't know if I'd match up to the rigors of a UC. Well, I can, but I don't want to have B's all through college. I haven't visited San Jose State but I adore the bay area and I can easily adapt. And again, I was admitted to the EOP program for first-generation assistance However, I've checked multiple student reviews about both colleges and they tend to favor UCR. I really don't want to make a decision I'd regret, but I also don't want to be sinking in debt. What are your takes on it?

Military Security Clearance/ Background Questions.?

I LOVE HOW PEOPLE ANSWER THESE QUESTIONS AS IF THEY HAVE A FREAKEN CLUE...I DON'T EVEN KNOW WHERE TO START.

1. THE GUY WHO SAID THERE IS NO SUCH THING AS AN EXPUNGMENT IS JUST STRAIGHT UP RETARDED. THEY DO INDEED EXIST.

2. YOUR EXPUNGMENT DIDN;T COME UP BEFORE BECUASE IT IS A SEALED RECORD. THE FBI MAY HAVE SAW IT, BUT KNEW IT WAS EXPUNGED, THEREFORE ITS NOT TO BE RELEASED.

3. THE EXCEPTION TO NUMBER 2 IS FOR LAW ENFORCMENT APPLICANTS, CERTAIN GOVERNMENT POSITIONS REQUIRING CLEARENCES, AND THE COURTS IN CERTAIN OCCASIONS. THEY CAN STILL USE IT.

4. AN EXPUNGMENT IS MEANT TO NOT BE SEEN BY CORPORATE AMERICA BASICALLY.

5. ONCE AN EXPUNGMENT IS DONE IT IS SAID TO HAVE "NEVER OCCURRED' THAT IS WHY THE JUDGE SAYS TO ANSWER NO.

6. THE WAY THEY GET AROUND NUMBER 5 IS BY ASKING YOU A QUESTION WORDED AS SUCH 'HAVE YOU EVER BEEN CHARGED OR ARRESTED FOR ANY OFFENSE EVEN IF IT WAS EXPUNGED OR YOUR WHERE INSTRUCTED TO SAY NO TO A QUESTION LIKE THAT BLAH BLAH". LOOK AT THE SF 86 FORM, AND THEY WILL TOUCH ON EXPUNGMENTS.

7. TO ALL THE PEOPLE THAT KEEP SAYING "OMG THEY WILL FIND OUT, THEY RESEARCH THE COLOR OF YOUR CAT IN THE SECOND GRADE' NO THEY DON'T, NOT FOR A SECRET CLEARENCE. WE ARE NOT TALKING ABOUT YANKEE WHITE STATUS HERE, NOT THAT ANYONE KNOWS WHAT THAT MEANS IN HERE ANYWAY.

8. THE INVESTIGATIVE QUESTIONS ONLY COVER A TEN YEAR PERIOD, SO I DOUBT IT WILL EVEN COME UP.

9. *****BE HONEST IN THIS SITUATION, BECUASE IT IS NOT GOING TO MATTER. THIS WILL NOT PREVENT YOU FROM GETTING A CLEARENCE.****

10. BY DOING NUMBER 9, NO ONE IN THE DEFENSE DEPARTMENT IS GOING TO CALL YOUR PARAMEDIC UNIT TO RAT YOU OUT, HONESTLY THEY HAVE MUCH BETTER THINGS TO DO.

11. MARK IS BARELY EVER RIGHT. JUST WARNING YOU

When does a police officer not need a search warrant to go onto or search private property?

When does a police officer not need a search warrant to go onto or search private property?Consent- If the person appears in good faith to have the authority to grant permission to enter the property the officer desires to search. i.e., A roommate can consent to entry/search of common areas shared with other roommates BUT not private areas of other roommates.Exigency/emergency- Burning house or screams for help or apparent distress. Imminent danger to life or property.Hot pursuit of dangerous suspect- Just like it sounds. An armed gunman is likely to be pursued by police and any dwelling he runs into in an attempt to evade is going to excuse in most instances the warrant requirement.Abandonment- If suspect throws away suspected contraband upon the officer’s approach the officer is well advised and permitted to examine whatever has been dropped or thrown away.Plain view- If an officer is making an observation from a point where he/she is entitled to be and sees something associated with criminal activty without the use of extraordinary means, it fair game for him to take note and derive reasonable conclusions there from. i.e., seeing open alcohol container in car occupied by underage youths will permit a search of said vehicle.Waiver- the person or location subject to search is occupied or controlled by a person who is on parole or probation WITH a search condition waiver as a condition of that status. But only as to those areas he has access/control to.Pat down for officer safety- If in the course of a police contact, the officer makes observations (subjective interpretation of objective facts) which in his professional training cause him to believe it is necessary to pat down a subject for his safety or the safety of others to check for potential weapons he/she may conduct a cursory patdown.
