In both cases, the “other” is the larger region according to the person asked.I think the North/South divide is too simplistic, and must include a discussion about Central California as well. Given the linkage along the 101 or the 1, the Central Coast would extend from Santa Cruz to Santa Barbara county. Santa Cruz would thus be considered in Northern California and Central Coast, while Santa Barbara would be both Southern California and Central Coast.
