Most manufacturers leave some sort of recovery partition on the hard drive...usually accessed by pressing something before Windows loads. (Dell uses ctrl+F11, some use just F8). If there is not a recovery partition, but you have a recovery disk...you can always use a external floppy or even a USB drive to reload windows.

It is hard to say for certain, but generally over time a Windows installation will clog up a bit over time and slow down.Have you tried defragging first? and removed unused/unwanted programs.Are you running 32 or 64 bit? How much RAM have you got I'd suggest maxing out at 4GB if you ar on 32 bit, and as much as you can afoord if you are running 64 bit?Have you got more than 1 physical hard drive, if you have moving your page file to another physical disk can provide a bit of an improvement.After all that a format and reinstall should make things quicker and slicker.

My Acer Aspire netbook - purchased last year - came with an partition with a restoral image on it. I have to press Alt-F10 just as the netbook powers up to start the image restoral process. You cannot beat Mike Heroys' answer but there are shortcuts you can take. Shortcuts always result in less security. However, some people don't like you selling them empty systems, which require them to purchase a new copy of Windows and downloading the drivers for every piece of hardware on your system. In the early days of hard-drive wiping, it was suggested that you wipe the drive multiple times (to remove the chance of recovering ghost images of the hard-drive). Now most security advisory services are OK with wiping the drive once. Where it was thought that security could be compromised if you didn't just scrub the drive, it's now believed that one wipe is sufficient by several independent groups.That being said, if you know the person and trust them, or just don't want to leave them without a copy of Windows, you can fill up the free space on your computer with a program such as BleachBit. I would suggest reinstalling Windows first (dong a full reinstall) and then getting Bleachbit. Tick the "Free Disk Space" option under "System". Then click the "Clean" button. Essentially what happens is, your computer has a table of contents for all the files on it. When you delete a file, instead of removing the "chapter" from the "book", it just removes the "chapter" title from the Table of Contents. Unless you need the space for another file, your computer doesn't get rid of the information. With bigger and bigger harddrives coming out every year, you're stuck with more and more space to have to fill up before things actually get removed. If you fill the space with Bleachbit (according to most security firms today), you will be OK.Personally, I still wipe my files multiple times like Mike said. I don't trust people easy.
