Can I print pictures off of a disc?
copyrights? how would i know if they do or not? all i want to do is print a picture off google images or something and get it signed. im not planning on selling it.... also if you read this could you elaborate on my original question, because i still dont know how to do anything....

How do you get pictures off a disk and on to your computer?
You should have a "My computer" icon or something similar on your desktop. Double click it. When that opens, you should see an icon that looks something like your disc (whether you're using a floppy or CD). Double click it. Select the files you want from inside of there (hold 'Ctrl' and click once on the files). Right click on one of the selected icons and click 'copy' from the menu that pops up. Now open the location of where you want to put the files. Right click in a blank area and click 'paste' from the menu that pops up. They should begin copying immediately.

i use a scanner and scan them onto the hard drive , then i can create a folder to put them in and email them to friends u can get a place like walgreens to put them onto a a disc for you and then u can look at them that way

My old backlab (the oldest computer in my lab) can still take images from a 4" floppy, transfer to a CD, then we print from the CD. But it sounds like you are describing a flash drive and not a floppy. Practically anywhere can print from a flash drive or camera card. You will have some problems finding a lab still able to print from an actual floppy disk.
