Mom hates eyeliner- I dont help?
My mom was practically buying me all that stuff when I was 11 and trying to get me to practice applying make-up, so I don't 13 is too young for eyeliner at all. Just talk to your mom. Explain to her how your growing up and you want to know how to put on make-up and try new things. Maybe try to reason with her in some way? And if talking doesn't work (which most of time it really doesn't) just put your eyeliner on at school and wash it off before you get home. It's just eyeliner so I don't see why it would be bad to sneak around with it on. But talk to her first just to make sure she wont change her mind.

How do you put on eyeliner properly?
I know, starting is always difficult and confusing! How you should apply really depends on the look you're going for but I give you a bit of a hand for a basic eyeliner look.1) If you're using a pencil, make sure it's sharpened a little bit to help you make a neater line (and for hygiene). If you're using gel, grab your liner brush. 2) I always find it easiest to learn by applying eyeliner in between your lashes - so in your lashline. It becomes your guide to shape and length, it makes your eyes look bigger and your lashes look fuller. Try to use short, thin strokes and run it amongst your lashes, starting from the middle of your eye (the middle means you can't go wrong with "where to start" or "where to end").3) Make your way to the inner corner of your eye from the middle and stop near where your lashline ends - feel free to play with where it stops and what you're most comfortable with. Do the same for the outer corner: go from the middle to where your lashline ends - play around with this as well and you'll notice that your eye shape changes a bit depending on how you draw it.4) Adjust as you wish - whether you want to extend it a little further into the outer corner, make a bit of a flick or make it thicker, have a bit of a play around. Nothing helps more than trial and error - everyones eye shapes are different.Eyeliner can be tricky stuff, just don't forget to breathe while you're trying to get that perfect line!
Is it ok to just wear eyeliner and nothing else?
would it be ok to just wear eyeliner without mascara and all that stuff? or do u HAVE to wear it with other stuff? this is just for daytime...not for anything special (i kinda new to make up....lol)

Practice...altho I've never actually got any makeup in my eyes. Also, you should put your contacts in first, then apply your makeup (this way you won't get makeup in the contact).

How do I put on eyeliner, without looking emo/gothic?
I usually wear black eyeliner. Sometimes it brings out my eyes more, but sometimes it makes me look emo/gothic. I'm asian, so I'm not sure if it's my black hair or my skin color or just because I'm not putting it on right. I want to use brown, but sometimes I think it's too light. Help?

Yes it's fine. A lot of women only wear mascara, especially those who are new with makeup. A little eyeliner on your top lash line will really pull the look together for nights out, but using only mascara is a simple way to amp up your appearance for everyday!
