I going to buy a graphics card on eBay, but I noticed that it says "This is a new working open box return and is complete with the graphics card". What does that mean?

I bought an item from an ebay seller. Informed the seller & returned the item on June 25th via USPS First-Class Parcel. its been 2 weeks. Seller claims he never received item. No tracking number. I only have the receipt from the post office as proof that I returned the item. What to do now?
