As per my research I have found there is no option by which you can import Yahoo mail folder to Gmail. But Yes, Gmail does provide an option by which you can import emails from Yahoo to Gmail account. In this option there’s a limitation involved in it. You can only retrieve emails from Inbox folder only. I suspect while installation it took some other language as default language. Try resetting your folder names after exiting Outlook.
To reset the folder names, do the following:
At start menu, run, type
outlook.exe /resetfoldernames

If that do not help, I suggest you to uninstall the software and install that back. Make sure you are selecting the correct language while installation.

Why the functionality is 'missing' in Mail for Windows 10 I am not sure. But it is missing. I had created all the folders I needed previous to upgrade so didn't realize this was an issue until you asked.Here is a 'fix' (actually more a work-around). Open a web browser, Edge will work just fine, and go to the MSN homepage. Ensure you are logged in. If you are using a MSA it will usually do this automatically but if you see a "Sign-in" link in the upper right then do sign in. Once you do this click the Outlook icon in the top of the webpage. This will open your Outlook for Web. If you look at the list of folders to the left at the very bottom is a link, highlighted in blue, labeled "New Folder", just click that link and create your new folder where you want it.Now open, or synch, the Mail app and the folder will appear in the folders area on the left.Hopefully the next Mail app update will address this absence.

Yahoo can only restore emails that were deleted up to 7 days ago so I'd guess that why this didn't change anything.

You say you set up Outlook 2010, was this on your laptop, desktop, or mobile device. IMAP is the default way a mobile device accesses your Yahoo! Mail account. Changes made to messages on a mobile device automatically reflect in Yahoo! Mail on the web and vice versa. If you deleted mails on this device that would be reflected on the web.

When you say all mail older than two weeks wasn't in your inbox, was that on Yahoo Mail on the web, in the inbox on your device, or both.

There is a setting when using POP settings called "Always leave messages on server". If it's checked then your message are left on Yahoo Mail on the web, unchecked they're deleted when you sync your account. I don't know if there is a similar setting for IMAP.
