How can The Prisoner's Dilemma be solved?

It's not a prisoner's dilemma, but The Prisoner's Dilemma, which is a theoretical construct in game theory. As such, it can't be 'solved', it can only be strategized. And because there is no way to understand your opponent's approach in a one-time interaction, the much more interesting problem is the Iterated Prisoner's Dilemma, where the game is replayed continuously and you can base your moves on your opponent's.As Wikipedia explains:Strategy for the iterated prisoners' dilemmaInterest in the iterated prisoners' dilemma (IPD) was kindled by Robert Axelrod in his book The Evolution of Cooperation (1984). When the opponent defects, on the next move, the player sometimes cooperates anyway, with a small probability (around 1–5%). How should I solve this dilemma?

You don't have to single someone out to leave the group. One thing you can try is to write the names of everyone in your class on pieces of paper. Then, take X,Y,and Z and start three different piles with their names. Then, divide up the rest of the names between the piles. After the project is finished, each group should go to your teacher and tell him/her that X,Y, and Z, respective to each group, did no work whatsoever, and ask that they not recurve credit for their work. They will probably hate you for this, but it might just motivate them to actually work, and they will thank you for it in the future.

The situation is one that may be more complex than simply procedure. Often people traveling have specific dietary requirements due to health and or ethnic or religious customs.
Assuming you have a policy on travel and reimbursement I would reiterate the policy to the employee and ask if there is any specific reason for not having to eat what is available. This can be directed through HR and or the individuals manager. It is your duty as an employee to bring this forth.
The underlying theme is that policy and procedure are required to be followed and there must be a reasonable reason as to why this individual requires special circumstances. Do not assume that the individual is milking the system or just does not follow the procedure for their own benefit. Once the right questions are asked then take the appropriate action.

This depends on what you believe the dilemmas of democracy are. If you believe that the biggest dilemma in a democracy is that is that the majority will take away the rights of the minority you might want to transition to a republic. If you believe that democracy is bureaucratic, slow, and that the government should exist just move faster than you will want an authoritarian regime. Monarchism for more right wing people while Fascism and Communism for more left leaning.

Now, your question -The only thing that matters is how much you want a thing.A simple trick would be - flip a coin for for the option and while the coin is in the air the option that your soul wants the coin to choose is the best.UPSC is a gamble and so is choosing something that you dont want from with in your heart. this dilemma has to be faced and solved intelligently.If you want to enter the services more than anything then your choice is clear. you ultimately have to see what you want and not weigh the time, pros and cons etc like we usually do.life is short, and if you are not living on the edge then you are taking too much space. You have to take calculated risk to achieve your goals.I myself have no backup, but the one thing that i know is i want to be an IAS and that is enough for me to turn down job offer, you must see for yourself. What options are there to solve this ethical dilemma?

How would you solve the ILLEGAL Immigration dilemma ?

Put into effect an effort to stop providing work for them.

There is current legislation that mandates that employers use a ID system that is Fed. Gov. based to confirm the legal status of all they hire.
Apparently this system is quite accurate. Sure there will be errors but the security/well being of our nation is at hand.

The fence idea based on a WALL kinda thing seems foolish perhaps in a few isolated areas. The idea of techno gadgets that screen and monitor makes more sense to me.
The idea of putting Illegals into the army, I don't particularly like. Mainly because you train these people in the use of OUR weapons.
I have heard currently of fears that there are actually LARGE numbers of Hispanics (non Americans) in our services now and as they are ranked up, they could be put in a position to create a cue or to turn our army ranks against us.

I would prefer to see Illegals put to work in work camps. If you get caught and want to be set free quicker, you work your way out. Building roads etc. IF not, you sit on a bench, drink water and eat bread (not tortillas). No TV, weights etc. This is hard time or work time.
Do only a few guys like this and the rest would stop coming.
