Not possible. However, the largest number the TI-83 can handle is 9.9999999999...E99. For the most part, E99 is close enough to be considered for calculations with infinity.

Lowercase functionality isn't enabled by default; it is possible however.

This functionality can be activated using assembly programs written in hex code. So essentially, yes, you have to make a program (but you only need to really use it once).

The code to enable lowercase letters can be done as follows:
1) Create a new program ([Prgm] > New > 1:Create New... then name it).
2) Type the following EXACTLY into the program (don't include the colon):
:AsmPrgmFDCB24DEC9
The AsmPrgm token can be found in the Catalog, [2nd][0].
3) Exit, and reopen the Prgm menu. Go to the Catalog, and choose the Asm( token. It should appear on the home screen.
4) Go back to [Prgm] and find the program you just created. Select it. The home screen should now look something like "Asm(prgmLOWERC".
5) Hit [Enter] and a 'Done' message should appear. You should now be able to enter lowercase letters. Press [Alpha] twice to do this.

It is important that you type the hexadecimal characters EXACTLY as displayed; if you make one mistake, there's a possibility that your calculator will permanently crash, so be wary.

To disable lowercase, follow the same procedure as above, but use this code instead:
:AsmPrgmFDCB249EC9

The easiest way to do this is this:

First type in 4 (since you want the fourth root; if you wanted the fifth root, you would first type in 5, and so on). Then press the "MATH" key (which is the key under the green "ALPHA" key). Then select the function that looks like this: x√ (yes, that's an x with a square root sign, though on the calculator the x is smaller).

Then type in the number you want to take the fourth root of.

So for example, if you wanted to take the fourth root of 16, this is how it should look like on your calculator:

4 x√ 16

And when you hit enter, you should get 2.

You can't, first solve the equation using + and record the answer, then change it into a - and solve again.

If you have say two or more ± signs, type in all combinations.
